We have achieved development in many sectors in these six decades after independence. However, there are still many problems particularly in rural areas. There are no proper education and medical facilities in many villages. Even today our villagers are struggling with the problem of lack of proper sanitary facilities, lack of access to drinking water, motorable roads drainage and electricity. All the eligible old age poor persons, disabled persons are not getting pensions. Lack of proper awareness adds to this problem resulting in improper and under utilization of existing facilities.

Our government has introduced an innovative scheme INDIRAMMA (Integrated Novel Development In Rural Areas and Model Municipal Areas) to rectify, the situation. We want to provide pucca houses, education, proper health care, roads drainage, individual sanitary latrines, drinking water, electricity and pensions to all eligible in the villages. We have prepared a three year action plan to achieve this task. Our government's target is to provide these facilities every year to one third of population in each mandal to ensure complete coverage over a three year period. Creation of infrastructure facilities in every village leading to improvement in living standards of the people is the mission of our government.

I congratulate you as your Gram Panchayat is one of the Gram Panchayats selected for this programme in the first phase. Your cooperation is very much essential for the success of this innovative programme.

I urge upon you to ensure proper use of the existing facilities in your village. Even though large number of Individual Sanitary Latrines have been constructed in past their limited uses is a cause of concern. It Is well established fact that open defecation leads to many diseases. Individual Sanitary Latrines should be constructed for all the households so that your village can become “Open Defecation Free”. Each household should be encouraged to get power connection to enjoy the benefit of village electrification programme. Some of the parents are not sending their children to schools even though school facility is available. There is need to motivate such parent to ensure that every child goes to school.

Panchayats are also required to own responsibility to ensure effective maintenance of the roads and other infrastructure facilities going to be created under the scheme. There is a need to mobilize necessary resources to maintain these assets. Each gram panchayat has to work efficiently to ensure this. They have to create an awareness among the people to repay the loans taken under various schemes. All of us have to work together with responsibility to improve the future of our village and our state. I am hopeful that we will work together for changing the face of our village and state in such a way that it will result in improvement of living standards of the public.

I hope this programme will bring new light to your village and create improved facilities for all the people. The government is deeply committed to provide the infrastructure facilities to alI the villages in the State in three years period. This programme has been conceived in such a way that your dream of an Ideal village will be fulfilled.
